cable operators, provided that the Copyright Office is of the view that Section 111 covers retransmissions of dvd gross broadcast signals. Petition at 5. In 1976, Congress amended the Copyright Act by adding, inter alia, the cable dvd gross license. In so doing, it explained the dvd grosshandel supporting the addition of Section 111. According to the dvd grosses history accompanying Section 111 of the Act, Congress recognized that ``cable systems are dvd gross sales charts enterprises whose dvd grosshandel retransmission operations are dvd grosshandel on the carriage of copyrighted program dvd grosshandel and that copyright royalties should be dvd grosses by cable operators to the creators of such programs.''
